This webpage provides an overview of current work being undertaken to regenerate the former cattle market site. The vision is to regenerate the site in a way that maximises the economic and cultural benefits to the community.
Latest news
Contractor Brady Construction is continuing construction work on the Workshed. This new building will form part of the regeneration works at the site in Liskeard.
It will provide:
- 16 individual office units and workshops
- 1 collaborative co-working/hot desk space,
aimed at businesses and individuals working in the digital and creative industries.
It will also deliver a new covered market canopy area for the town with high quality public space.
The scheme will benefit the local economy and help regenerate Liskeard town centre. The wider Southeast Cornwall area will also gain from the Workshed scheme.
The construction of the Workshed will be complete in summer 2023.

Workshed and Covered Market Area project
The Cattle Market is at the heart of Liskeard, at the edge of the main shopping area. The market closed in December 2017. Since then, groups have worked together to develop proposals to transform the site.
Since the final sale in December 2017, work has been going on to determine a great future for this prime town centre site.
The emphasis is on bringing more local people and visitors into Liskeard. The work to date has been undertaken in consultation with the adopted Neighbourhood Plan.
The project will support around 33 jobs and adding around £1.2m a year to the local economy.
This work will cost around £5.2m which is being funded through:
- £2.265m grant from the European Regional Development Fund
- £0.690m grant from the Government’s Local Growth Fund. This award was through the Cornwall and Isles of Scilly Local Enterprise Partnership
- The remaining funding being provided through Cornwall Council’s own investment.
Services Hub
Cornwall Council is planning and designing a new Services Hub.
This hub will replace some existing Council owned buildings in Liskeard including
- Luxstowe House
- Graylands
- Laity House
- Westbourne House.
Combining these public sector services under a single, brand-new, flexible centre has benefits. Expectations are that Cornwall Council would be able to cut its operating expenses and carbon footprint.
The Integrated Hub will provide accommodation for a range of services. The intention is the building will be flexible to adapt to changing demand.
Currently we are working with:
- Children and Families team
- Registrars
- Adult Day Care
- Cornwall Councils Contact Centre
- Department for Work and Pensions (who will also move from Luxstowe house).
The new hub will provide general shared office space and meeting facilities. Cornwall Council are preparing to submit a planning application in November 2022. The current projected completion date is 2024

Rosedean House GP Surgery
Since 2021 Cornwall Council has been supporting Rosedean House GP surgery to expand on their existing site on Dean Street. The GP surgery recently submitted a pre-application planning application and received positive feedback from the Planning Officer.
The intention is this phase of development will include the demolition of two buildings owned by Cornwall Council:
- the old ATS building
- and Coronation Hall

Next steps will be for the GP Surgery to submit a full planning application and secure ear marked funding from the NHS and local developments to progress their plans.

Other projects
Liskeard is working up an Active Travel project. The Project will look at both
- increasing cycling and walking infrastructure in Liskeard
- and finding a solution to the bus layoffs on Barras Street.
One proposal is to consider how a new bus station could be created in Liskeard’s town centre, possible the cattle market, as a single drop off and bus waiting area in Liskeard.
