Newlyn Downs Explosives Storage Depot


The Newlyn Downs Explosive Storage Depot is an 'upper tier' site as a result of its activities. Site operations include the storage of explosives. It is regulated under the Control of Major Accident Hazards Regulations (COMAH). This is to limit the impacts of a major accident to people, local communities and the environment.

The Health and Safety Executive and Environment Agency monitor and inspect site operations. This is to ensure that they are undertaken in a safe and responsible manner.

Redcliffe International (Shipping) Limited operate the depot. They provide safe, healthy working conditions. This is to ensure the safety of their staff and local community.

They submit a detailed safety report to the authorities for scrutiny every 5 years.

Major accidents involving explosive storage sites are very rare. But emergency arrangements are in place in the unlikely event that they are needed.

Activities are subject to all the necessary measures designed to prevent major accidents. In the unlikely event of a major accident, it would likely be short-lived with a loud bang with some debris throw.

Emergency Planning 

The site operator has prepared, maintains and exercises their on-site emergency plan. Cornwall Council Emergency Management has prepared, maintains and exercises an off-site emergency plan. This details how the emergency services will work together with the site operator to respond to and manage a major accident. As well as the recovery of the community and the environment.

Public Information

Safety information is issued to local residents and businesses within a set distance from the depot. This area is the Public Information Zone and is defined by the Health and Safety Executive.
