Market Engagement Activities - Expressions of Interest
Care and Support at Home: Prior Information Notice (PIN) - Market Engagement
We asked stakeholders to complete a short questionnaire to:
- help inform our understanding of the market; and
- to confirm if this opportunity (if procured in the future) would be of interest to your organisation.
We also put out surveys on Let's Talk Cornwall for home care users and care workers to give us their feedback.
The responses provided were used solely for the purpose of market engagement.
Co-design conferences and workshops
As part of the engagement we held two stakeholder conferences followed by nine online workshops.
Conferences
These were held on:
- 5 April 2023, 10am-2pm at Victoria Offices, Station Approach, Victoria, St Austell PL26 8LG
- 20 April 2023, 10am-2pm at Heartlands Cornwall, Robinson's Shaft, Dudnance Lane, Pool TR15 3QY
Both dates covered the same content.

To reduce the number of home care providers we work with directly, using a lead/subcontracting approach. Having a longer contract term and a rationalised approach to the cost of overheads for commissioners. |
3 May 2023 | 2pm - 4pm | Provider of last resort functions both strategic and operational |
To redesign the strategic provider of last resort function. To reassign the operational provider of last resort function to the lead provider for each zone. The strategic provider of last resort function will be awarded through our Internal Direct Award (IDA) process. Home care business as usual will transfer to the zone rate for the external market. |
