Fair Cost of Care Exercise
In December 2021, the government set out the Market Sustainability and Fair Cost of Care Fund 2022-23. The purpose of this fund is to support local authorities in understanding the local cost of providing care and establishing a sustainable care market.
What did we do?
In July 2022, Cornwall Council commissioned LaingBuisson, an independent business intelligence provider, to carry out the Fair Cost of Care exercise. It focused on two separate care markets: Domiciliary Care (18+) and Care Homes for Older People (65+), and analysed information submitted by care providers in Cornwall.
The final reports for each care sector were completed in October 2022. They are viewable below:

Market Sustainability Plan
In preparation for the social care reforms set out in People at the Heart of Care, the Department of Health and Social Care has asked local authorities to publish a Market Sustainability Plan. The plan for Cornwall has been developed with local stakeholders, providers and the NHS. This was also supported by LaingBuisson.
The plan sets out an assessment of the local care market, the impact of changes planned between now and 2025 and our local plan for stabilising the market.
