What is Adult Social Care Reform?
The Government has a new long-term vision for reforming adult social care in England to make sure that it is fit for the future and fairer for everyone. The aim is that everyone receives the care they need, when they need it, to live the life they want.
The vision for social care reform sets out long-term aspirations for how people will experience care and support in the future. To ensure that:
- Everyone has choice, control and support to live independently
- Everyone can access outstanding quality and tailored care and support
- Everyone finds adult social care fair and accessible
Hundreds of organisations and individuals across health and social care have worked together to develop these plans. These include those with personal experience of drawing on or providing care and support.

The Government has delayed the national rollout of social care charging reforms until October 2025. They announced this decision in the Autumn Statement 2022. The delay covers:
- the implementation of the extended means test
- the lifetime cap on personal care costs
- the extension of Section 18(3) to enable self-funders in residential care to access local authority commissioning
