One Vision
One Vision sets the plan for the NHS, Cornwall Council and the Council of the Isles of Scilly. This plan will be used to bring together services for children, young people and their families.
The current One Vision transformation priorities are:
- Best Start in Life
- Improving mental health and emotional wellbeing
- Building resilient families
- Healthy children and belonging
What we do
Commissioning is the design and implementation of policy, solutions or services. The best commissioners have confidence to:
- challenge the current situation
- implement change
- work effectively with children, young people and their families
This helps to get an understanding of local need and target resources effectively.
Commissioning involves a cycle of:
- analysing what support is needed
- planning the services
- implementing services
- developing the market
It also monitors what is working and what needs improving. We work with children, young people and their families who access our services. We also work with providers and the voluntary sector. This is to make sure that the services we offer are achieving the outcomes that really matter to our children and young people. The diagram shows the Analyse, Plan, Do, Review process that we follow:
- Analyse – what have we got and what do we need?
- Plan – what should support look like?
- Do – what do we need to do to put support in place?
- Review – is the support meeting need?
Framework for Service Design
The Framework for Service Design builds on the One Vision Partnership Plan’s five priorities for transforming services for children and young people. These are:
- co-production
- quality
- efficiency and effectiveness
- outcome focussed
- early help
The Framework sets out how we will design and plan service changes together. This is so that we can ensure an integrated approach to meet the education, health and care needs of our children and young people. The Framework is currently being reviewed (August 2021).
Commissioning Toolkit
We work with colleagues in health, the voluntary sector and other interested parties to highlight new and emerging practice to support us in working creatively. We use a toolkit that sets out a consistent commissioning process.
Contract Management
Contract management is part of our commitment to:
- improving commercial practice
- supporting partnership working
The Contract Management Operating Model sets out how we carry this out. It includes clear guidance such as expectations of contract managers and governance / reporting arrangements.
