Emergency Care and Support Placements for Children and Young People with Multiple and Complex Needs (16 and 17 year olds)

Cornwall Council are looking for care and placement providers who can meet the needs of a small number of Cornish children.

We have some children and young people with very complex needs.

We would like to develop a framework of specialist providers from the South West, who will be able to meet this need.

Cornwall Council wants to work with independent agencies to provide the best available support placements. Which might include accommodation.

This will be for a number of children and young people with multiple and complex needs.

We currently find it difficult to place a small, but significant number of vulnerable children. Who are in need of close, integrated multi-professional working within Cornwall. This has meant they have been placed long distances away from their home.

The Children we wish to place tend to have complex needs, including learning disabilities and mental health needs.

We are looking for experienced providers. This is because many of our young people requiring residential care have established behaviours that can be challenging.

We have approximately 8-10 young people per year that need specialist placements.  We are looking for a range of providers to help us fulfil this requirement.

Timetable

  • 2 August 2021: Contract notice published
  • 28 October 2021: Deadline for return of tenders
  • 1 November 2021: Evaluation
  • 3 January 2022: Contract award
  • March 2022: Contract signing
  • April 2022: Contract commencement

Fostering, Residential and Education SEND Placements for Children and Young People - Dynamic Purchasing System

Cornwall wants to work together with independent agencies as partners. To provide the best available placements for children and young people. We want to take a co-parenting approach to fulfil our shared ambition; ‘to improve the outcomes for children.’

The contractual mechanism for Children and Young People placements is a Dynamic Purchasing System (DPS). Where qualified providers can bid for new placements via an electronic portal.

The DPS process will be relatively quick and simple. Without the need to repeatedly ask providers for the same information. The DPS will also allow new providers to be added during the lifetime of the system.

The aim of the DPS is to assist in securing high quality, affordable placements for local children and young people, within Cornwall. Or, up to 20 miles of the County boundary.

The aim is also to ensure that placement providers are incentivised to develop into Cornwall. Including, development of the skills of carers during the lifetime of the contract.

The DPS will be the primary method for the Council to source placements for the duration of this DPS agreement.

Timetable

The DPS went live on the 1 September 2020 and remains open for new providers to join.
