Climate Emergency Development Plan Document
The Climate Emergency Development Plan Document was formally adopted on 21 February 2023. It adds to the Cornwall Local plan's Strategic Policies as part of a positive and flexible planning policy framework for Cornwall up to 2030. These policies will help us to act on climate change.
Climate Emergency DPD guidance
Guidance on how to apply the policies has been prepared along with updated validation requirements for the Climate Emergency DPD. Most of the new policies are now being used to support planning decisions, but policies SEC1 – Sustainable Energy and Construction and Policy G3 – Tree Canopy have a phased introduction and will apply from 15 June 2023.

About the Climate Emergency DPD
Cornwall declared a climate emergency in 2019. Recognising that all services across the Council would have a part to play. New planning policies are a step towards improving Cornwall’s housing and infrastructure. Helping to plan for a Cornwall that our children and grandchildren can live, work and thrive in.
This plan impacts how places grow and change, whilst sitting alongside Government legislation. The policies will help to protect and shape the future of Cornwall by adding detail to the Cornwall Local Plan (2016). The aim is to address the impacts of climate change with flexible policies that can keep up with changes in technology.

The policies in the Climate Emergency are now being used in planning decisions. Policies SEC1 (Sustainable Energy and Construction) and G3 (Canopy) apply from 15 June 2023. The validation list will be updated with the new requirements shortly.
