Privacy Notice - Adult Education


Introduction

Adult Education is committed to protecting your privacy and security. Our privacy notice is under the General Data Protection Regulations (GDPR) and the Data Protection Act.

We will never sell your personal data, or share it with other Cornwall Council departments.

Who are we?

Adult Education aim to provide adults across the county with opportunities to develop. This might be their skills, knowledge, interests and creativity.

Our Data Controller is Cornwall Council. The registered address New County Hall, Treyew Road, Truro TR1 3AY. Our Data Protection Registration Number Z1745294.

How do we collect information from you?

Adult Education collects and stores information you give us directly from our enquiry form. We also collect it from application forms. Both physical and online ones. This includes enrolment forms. We also collect specific data related to any learning support you need while learning with us.

What type of information do we collect from you?

The personal information we collect about you can include:

  • your name, date of birth, address, email, ethnicity, nationality
  • information about disabilities or learning difficulties
  • employment status, eligibility to any benefits, annual salary
  • existing qualifications
  • your closest town

How is your information used?

We use your information to check your eligibility for funding. We process it to meet contractual requirements with the Education and Skills Funding Agency (ESFA).

The information also allows us to undertake accurate assessments and reviews of your education and learning support needs. This ensures that you receive the learning and support services best suited to your needs and circumstances. It also helps us to monitor and improve our services.

The information you supply is used by the Learning Records Service (LRS). The LRS issues Unique Learner Numbers (ULN) and creates Personal Learning records across England, Wales and Northern Ireland. The Education and Skills Funding Agency, operate it. They are an executive agency of the Department for Education (DfE). For more information please refer to the LRS privacy notice.

We will use the marketing information you give us to send you emails about adult education courses in your local area.

How long will we hold your data?

We regularly review how long we keep your personal information. Where your data is required for legal or contractual purposes we will keep your information in line with these requirements.

We keep your information for one year. You can ask us to delete your information from our records before that time. Please see the How do I opt out? and Your Rights sections below.

Who else has access to your information?

We won’t sell or rent your information to third parties or share it with other Cornwall Council departments for marketing. We may share your information with colleagues within the Council if it helps improve our offer. In rare cases, we may be required to do so by law. For example, by a court order or for the purposes of prevention of fraud or other crime.

Where Adult Education shares data with a third party who undertakes work for us, we have a contract. This is subject to a data sharing agreement, specifying the secure management of the data.

We transfer your information outside the European Economic Area to a third-party data email platform in the US. It processes your data for us.

We only give them the minimum information necessary to deliver the e-newsletter. We have a legal agreement in place with them that requires them to keep your information secure. They cannot use it for their own direct marketing purposes.

How do I opt out?

If you no longer want to receive marketing information about Adult Education courses in your local area, you can unsubscribe by:

We will not contact you again by email, phone or text message for marketing purposes unless you renew your prior consent.

What are my data rights?

Your personal information belongs to you and you have the right to:

  • be informed about how we will process it
  • request a copy of what we hold about you
  • have it amended if it’s incorrect or incomplete
  • have it deleted (where we do not have a legal requirement to keep it)
  • withdraw your consent if you no longer wish us to process your information
  • restrict how we process it
  • object to us using it for marketing or research purposes (if it is used for this purpose)
  • object to us using it in relation to legal tasks or in the exercise of an official duty
  • request that a person reviews an automated decision where it has had an adverse effect on you

How do I view, correct or delete my personal data?

You can ask to view, delete or correct any personal data Cornwall Council Communications Team holds about you. We must comply with your request within 21 days.

You will need to make your request to view, amend or delete your personal data in writing. Email to dpo@cornwall.gov.uk.

Correcting inaccurate information or deleting your personal data

If you find the information we hold about you is inaccurate, or you’d like us to delete your details altogether, please write to us. and Email cornwallcouncil@cornwall.gov.uk.
