Cornwall Council is the admission authority for:
- community schools; and
- voluntary-controlled schools.
This means it must set the admission arrangements for these schools.
All other schools are responsible for setting and publishing their own admission arrangements. These schools are:
- academies
- free schools
- foundation schools
- trust schools
- voluntary-aided schools
The academy trust or governing body is the admission authority for the school. They must publish their arrangements on their school website.
Cornwall Council also sets a Co-ordinated Admissions Scheme annually. The Council must co-ordinate applications to all state-funded schools in Cornwall. The schemes set out the processes that the Council will follow.
The Co-ordinated Scheme for 2025/26 will be published here by 1 January 2024.

Consultation on the admission arrangements for Flushing C of E School is being undertaken between 30 October 2023 and 8 December 2023 - see details below.

Consultation on Cornwall Council’s admission arrangements for Flushing C of E School
Cornwall Council is undertaking statutory consultation, in line with the Admissions Code 2021, on the admission arrangements for Flushing C of E School from 2025/26, specifically a proposal to reduce the Published Admission Number (PAN). We are consulting with parents and carers, schools and other relevant parties.
Comments are invited on the proposed reduction to the PAN which is explained below.

The Published Admission Number (PAN) is the number of pupils that a school will admit up to for its new intake. It is proposed to reduce the PAN for Flushing C of E School to nine from twelve. This is to better reflect the school’s physical capacity which cannot support continued admissions up to twelve each year. An assessment of the school’s physical space indicates that it can take a maximum of nine children in the reception class in September each year.
No other changes to the school’s admission arrangements are proposed.
What does the proposed change mean in practice?
Places in reception would be allocated up to the PAN of nine. If there are more applications than places available the school’s oversubscription criteria would be used to decide which children qualify for a place.
Children are ranked in the following order, after the admission of children with an Education, Health and Care Plan which names the school:
- Children in care and children who were previously in care
- Siblings of children attending
- Children of staff
- Children living in the designated area
- Children with a professional recommendation
- All other children (by distance)

What happens next
Following the consultation the Council will decide whether or not to go ahead with the proposed reduction to the PAN and will agree the final arrangements by the deadline of 28 February 2024. The final decision will be made by the Service Director, Education. The arrangements will then be published on the Cornwall Council website.
