Community Governance Reviews


What is a Community Governance Review?

A Community Governance Review can make changes to governance arrangements at parish and town council level. This is to ensure they are working as well as they should be. It also ensures that they reflect the identity and interests of local communities.

What happened in the Cornwall review?

In 2020, Cornwall Council sought proposals for change from all parishes in Cornwall. We published Terms of Reference for the review.

We reviewed all proposals received against key criteria within the Boundary Commission guidance. Where we received enough evidence to meet the criteria, we approved recommendations for change.

Those changes came into effect on 1 April 2021. Any new electoral arrangements took effect at the local council elections on 6 May 2021. Please see our Changes made in 2020-21 page for more information.

Some review proposals could not be agreed in 2020. Cornwall Council deferred decisions on such proposals until after the May 2021 elections.

The Council reconsidered those deferred proposals in 2021-22. A public consultation period was held in April 2022. More details are on our Let's Talk Cornwall pages.

The deferred proposals were considered by the council's Constitution and Governance Committee. They considered the proposals over three meetings:

* The Terms of Reference approved by the Electoral Review Panel on 12 February 2019. Those terms applied to all Community Governance Review matters.

After the Council elections in May 2021, the Electoral Review Panel no longer existed. Responsibility for the work passed to the Constitution and Governance Committee. Implementation of any changes are due to take place in the next ordinary year of elections in 2025.

Outcomes of the deferred proposals

What happens next?

Changes for electoral purposes will take effect at the next scheduled council elections in May 2025.
