Identifying the problems
We identified seven areas in Cornwall as having the biggest parking problems:
- Bude
- Falmouth and Penryn
- Newquay
- Penzance
- St Ives
- Truro
- Wadebridge
During 2016 we undertook a parking review in those towns. We asked people about parking issues and had nearly 7000 responses. Residents, businesses and visitors gave us their views.

What we did next
We developed proposals to change parking in each of the towns. This included:
- new Residents' Parking Zones
- new on-street Pay and Display parking
We held public exhibitions in autumn 2016. We also carried out two surveys where we asked for views from:
- Residents
- Businesses
- Commuters
- Visitors
We received over 7,600 responses to surveys.
We analysed all the responses. Then we held meetings with local representatives in each of the towns. We explained and discussed the results.
As a result of the survey feedback we did not progress with on-street Pay and Display parking in any of the towns.

Introducing Resident Parking Schemes
During 2018 Cormac carried out statutory Traffic Regulation Order (TRO) consultations. We asked residents about new residents' parking schemes in:
- Penryn
- St Ives
- Truro
- Wadebridge
We consulted about changes to waiting restrictions (yellow lines) in:
- Bude
- Falmouth
- Newquay
- Penzance
As a result, we decided not to introduce new residents' parking schemes in:
- Penryn
- Wadebridge
In Truro we decided to introduce six new resident parking zones. These were to complement those already in place. We introduced two new zones in St Ives. These became operational in April 2019.

Traffic Management Parking Policy Statement
As part of the review we looked at our out of date parking policies. We updated them, consulted on them and produced a new Parking policy statement.
New Residents' Parking guidelines
In 2018 we published a new set of guidelines for residents' parking schemes. These included:
- better provision for care workers
- linking permits to specific vehicles to stop mis-use of the scheme
- new prices to ensure the permit prices cover the cost of running the scheme
