What is Positive Parking?

Cornwall Council has signed up to the national Positive Parking Agenda.

The aim of the Positive Parking Agenda is to:

  • change perceptions
  • challenge misconceptions about the parking sector as well as local government’s role
  • make the parking experience a better one for all concerned

The agenda looks to provide effective and positive communications.

Promoting innovation and the use of technology, for the benefit of all.

It addresses a range of key priorities including:

  • congestion
  • safety
  • air quality
  • accessibility
  • technology
  • working together
  • fairness

The Positive Parking Framework for Cornwall

Cornwall Council has produced a Positive Parking Framework for Cornwall which was approved by the Cabinet in June 2018. 

This Framework has been developed to:

  • change the face of parking in Cornwall
  • help support local economies; traffic management and our communities

The Framework set outs principles for each of the following areas:

  • Assets
  • Tariffs
  • Enforcement
  • Technology

The national Positive Parking Agenda is looking to Cornwall to set a benchmark standard for other local authorities to follow.

Pay on Exit 

Eleven car parks in seven towns are being moved over to pay on exit technology as part of the Council’s Positive Parking Framework.

The move to pay on exit will make it easier for customers as well as support local economies. 

Pay on exit parking has been shown to encourage people to stay longer in town centres.  This is because they don’t have to rush back to their car when their car parking ticket is running out.

It also means civil enforcement officers (CEOs) will not be tied up having to check pay and display tickets. This frees them up to do more work taking action where cars are parked illegally.
